Patch is doing similar to RMwebService by throwing forbidden exception. It is 
only exception which doesn't have bigger stack trace compared to others since 
it created in reader web service. 

bq. Also AccessControlException is thrown as INTERNAL_SERVER_ERROR now if the 
table acl is not available for reader rt ??
Currently we don't have any ACL story. This is very basic  strict restriction 
that two authenticated user can't see each others data. We have complete ACL 
coming up and it is in progress. Default flow doesn't hit this check in any 
case.
