Thanks [~bibinchundatt] for your mentions. AMUsed resource metrics is a
problem and should be handled together in the patch. Without AMLimit &
userAMLimit limitations, unmanaged AM still can be limited by maxApplications
and maxApplicationsPerUser. I think unmanaged AM can be activated because they
doesn't taken resource from YARN, but their requests are still in control.
