For the scheduler conf, we have exposed them via
[scheduler-conf|https://hadoop.apache.org/docs/current/hadoop-yarn/hadoop-yarn-site/ResourceManagerRest.html#Scheduler_Configuration_Mutation_API],
along with facilities to refresh them on-the-fly. It is separated from RM/conf
endpoint, so it can be refreshed without restart RM. Wouldn't this be enough?
