I have attached the patch and the four test cases. If it is ok, i will try to
add to the unit test later, when i am free, thanks. It only support for leaf
queue corresponding to capacity scheduler queue level setting.
The four test case is
1.Not set any lifetime timeout in the queue level.
2.Set max App lifetime in the queue level.
3.Set default max App lifetime and max App lifetime in the queue level.
4.Only set default max App lifetime in the queue level.
