Involving the nodemanager in the data path should consider how to handle
nodemanager restarts. Therefore it would be nice if we could avoid having the
nodemanager involved in the data transfer path. There are other pros and cons
to doing so, but I wanted to raise awareness of the restart feature impacting
this approach.
