Thank you raising this issue. Scenario does make sense to me in testing cluster.
But in production scenario may be not . Existing may be enough.

-kill <Application ID> Kills the application. Set of
applications can be provided
separated with space

More than cluster level application kill ,will it be better in have kill per
queue. And if "root" queue is specified will kill all apps in cluster.
