I think it's more safe to handle two different images. But I have no problems
if you would like to maintain only one.
In case of one image I propose to create a TESTING.md to define all the
use-cases which should be checked after a modifications. Just to be sure that
nothing will be broken by a change. (This is which could be more safe with two
different base image).
For example the existing hadoop-runner can be tested with
1.) a full build (with -Pozone)
2.) going to the hadoop-dist/target/ozone-*/compose/ozone.
3.) If 'docker-compose up' works and the ui is available
(http://localhost:9876) with at least one HEALTHY datanode, it's ok.
