Thanks for the comment!
I moved them so that fields about home sub-cluster and fields about secondaries
are clustered together. It is not required, but provide better readability.
For YARN-8696, pulling _HeartbeatCallBack_ into a private class suffices, home
sub-cluster will be using the same class for callback. We can place it outside
into a file if needed in the future.
