Fair scheduler use `QueuePlacementPolicy` to map a request to queue. There are
several problems:
# The termination of the responsibility chain should bind to the assigning
result instead of the rule.
# It should provide a reason when rejecting a request.
# Still need more useful rules:
## RejectNonLeafQueue
## RejectDefaultQueue
## RejectUsers
## RejectQueues
## DefaultByUser
