I think the configuration mapping to a list of RM nodes is an artifact of
ConfiguredFailOverProxyProvider and shouldn't leak into the rest of the RM.
Other than that, w.r.t security, HAUtil can be the place that takes care of
tokens and their translation to the correct RM. For now we can imitate HDFS HA.
I've been looking at some testing on NN HA, and if there are changes, they'll
be at common libraries level, so we should be fine.
We'll also need similar utilities for the web-app URIs.
Let's also make sure that config names are name consistently. Like 'ha-enabled'
to start with.
