+1 on getting rid of the normalization done in Fair Scheduler and Capacity 
Scheduler (CS.allocate() does call 
AbstractYarnScheduler.normalizeResourceRequests(), FYI).

We probably still need to make some changes to AbstractYarnScheduler though, 
given that queues are dependent on schedulers.
