YARN-7738 adds functionality for refreshing maximum allocation on scheduler
refresh. But it seems when resource types are configured in resource-types.xml,
the relevant configurations: {noformat} <property>
<name>yarn.resource-types</name>
<value>yarn.io/gpu</value>
</property>
<property>
<name>yarn.resource-types.yarn.io/gpu.maximum-allocation</name>
<value>4</value>
</property>
{noformat}
are not picked up.
