Actually your question is the reason why I created a separate policy to send to
a local cluster.
Currently, it is not very easy to add policies as they use PB.
[~subru] do you guys have any easy interface to set the policies, etc?
Otherwise we should add it to something like {{yarn routeradmin}}.
