I thought "docker pull" can only be invoked by YARN-3854. 

And I thought "docker.trusted.local.images" should only contain real existing 
images. In the psedu-code, it can also be pulled if not exist. 

If c-e can also run docker pull as above pseudo-code. That makes sense to me.
