In test case "testRecoverResourceAllocation".
When recovery scheduler statue and a device id is already assigned to another
container, the original assertion message is
{code:java}
"Should fail since requested device Id is not in allowed list"{code}
But should be
{code:java}
"Should fail since requested device Id is already assigned"{code}
