Thanks [~fly_in_gis] for creating this issue, I have increased the priority to
critical.
The patch looks good to me, one nit is instead of adding a new class
\{{TestAMRMClientOutstandingSchedulingRequest}}, can we move this test case to
\{{TestAMRMClientPlacementConstraints}}?
