[~billie.rinaldi] Thank you for the review. I opened YARN-9032 to finish the
unfinished logic. I did some code organization clean up in YARN-8962, which
made changes to the related logic in this JIRA difficult. It would be best to
commit the bulk of patches and open bugs to close the gaps.

There is usage test included in TestYarnCLI for specifying the command without
shell type. The shell type test will be added as part of YARN-9032.
