Does YARN-9074 force the removal of the containers? The problem initially was
that docker would sometimes get into a weird state where containers couldn't be
deleted unless the {{-f}} flag was given to {{docker rm}}. So the original
intention of this JIRA was to allow for a few retries without forcing removal
and then doing the force if necessary
