[~vrushalic] launch time is only set once for the application and not for app
attempt. This won't be overridden for multiple app attempts. This is the time
when first AM reached LAUCNHED state for that particular application and thus I
think, YARN_APPLICATION_LAUNCHED should be used. In ApplicationReport also, it
is associated with application rather than app attempt.
