The approach for ResourceOption has been change a bunch now in 3.3.
I took [^YARN-996-2.patch] and did my best to make it run with 3.3.
I had to change the REST interface a little but I think it should be fine.
The main change is to make the method a POST one with a ResourceOptionInfo as a
parameter.
