Thanks [~templedf] for the commit!
Just out of curiosity, built Hadoop with this patch (with YARN-9323 on top) and
ran the offending test 250 times in intellij and it was passed all the time.
Not sure what exactly contributes to its flakiness but it's very unlikely that
my patch had anything to do with it.
