No, this is currently not ready for review as solving this not only requires
test fixes but core-preemption code fixes as well.
Most probably I will file separate jiras to be able to proceed in smaller
batches rather than uploading a single big-blob to here that no one will
understand.
Will keep this updated soon, once I have the time allocated to work on this.
