Uploaded a new patch that
* Removes the false change lines
* Make all the methods in MaxRunningAppsEnforcer take an FSSchedulerApp
I think we should keep tracking non runnable apps in FSLeafQueue because
they're used there for both demand calculation and displaying the number of
running vs. pending apps in the web UI.
