It looks like each dimension or both together are all supported, but each
dimension seems unnecessary for the aggregation and it's a little bit
complicated, perhaps we can take state dimension as default internally so that
we can direct use "groupBy=diagnostic" and get results grouped by both state
and diagnostic dimensions?
