Thanks [~jutia] for the comments. I agree current 
ResourceUsageMultiNodeLookupPolicy might be too naive. I had similar discussion 
before with [~sunilg] and [~Tao Yang]. We should partition sorted nodes by a 
range of scores, and in each range of score, we do a shuffle and let some 
random nodes within the same range score have the chance to be picked up by 
allocation thread. We need to continue to improve these policies.
