NIT: Looks like the patch has a different coding style from the class.
1) It should be "public static final String
FEDERATION_STATESTORE_HEARTBEAT_INITIAL_DELAY_SECS ="
2) YarnConfiguration.FEDERATION_STATESTORE_HEARTBEAT_INITIAL_DELAY_SECS should
go in the same line.
3) The description in yarn-default should be "Initial delay for federation
state-store heartbeat service"
