[~Prabhu Joseph] There is a bug in WebResource that it doesn't pass header 
correctly in some conditions.  This was discovered in YARN-8869, and also 
explained in [this 
blog|https://juristr.com/blog/2015/05/jersey-webresource-ignores-headers/].

Can you revise the WebResource instances to use Builder class instead?  Thanks
