Proposal to put a NM to maintenance:
1.Block New Container Request
2. Clean up containers after time out (configurable, by default.wait till
containers finish )
3. Stop the NM
Add state transition for maintenance
Add command to admin API, where all the refreshNodes, etc are defined.
This is useful for rolling restart NMs for minor NM upgrades. When maximum
draining time configured (time out value), it will be tolerant of killing
containers.
