Backporting this patch to branch-3.1 and branch-3.2 does not really make sense
since the FPGA plugin enhancements (YARN-9264) haven't been backported so far
to those branches, and that issue fundamentally changed the code around that
area.
[~snemeth] IMO don't backport this patch and resolve this issue.
