[~jianhe] Can we please have some comments that describe the changes made in
this jira? This is an enormous patch and having a concise description of the
scope and intent of the changes will help in understanding the change as well
as reviewing the code. It would be good to see bullet point pointing out the
main changes made in the patch. Thanks.
