[~eyang] Can you review this Jira when you get time. This fixes RMWebServices
/scheduler-conf GET returns all hadoop configurations instead of only Capacity
Scheduler Configurations when ZKConfigurationStore is configured. Other
configuration store works fine.
Failed testcase TestAppManager is not related.
