IIUC, You're correct, Bikas. What I'd like to say is summarized as following
questions: Can we encode RMDelegationKey's and RMDelegationToken's suffix
numbers directly? Or, We should we encript them because of security reason?
I expressed these suffix numbers as "sequential numbers", so I can confuse you.
