[~pbacsko] Thanks for extending the patch.
1. Yes, Unlike other placement rules in FS,
"SecondaryGroupExistingPlacementRule" expects Queue exist. Except
"SecondaryGroupExistingPlacementRule", all other rules (even
PrimaryGroupExistingPlacementRule) depends on "FSPlacementRule#createQueue"
flag as well in conjunction with FSPlacementRule#configuredQueue.
Modified patch is in line with above FS flow.
Line No.161 can make use of getPrimaryGroup() method.
