Yes i didn't wanted to change behaviour if distr scheduling is enabled. So i
was checking if federation is enabled or not.

In that case can we add this logic inside
AMRMProxyService#processApplicationStartRequest. Starting of this method we can
check this and return if its not submitted to Router. Thoughts?
