Uploaded a new revision. Since we already have a test of converting dynamic
parent to static parent, I have kept this logic for now and extended the
related code part to handle this corner case. However, we might need to change
this to be an illegal queue declaration, as [~zhuqi] suggested, because it
could impose difficulties we are not aware now.
