Thank you [~zhuqi] it was indeed the issue. I have fixed it in an other method,
where we assume, that if the queue is a dynamic queue and has no child queues,
it is in weight mode (it should be the case). Also, after a discussion, we
agreed on that the property must be always set in order to be eligible for auto
queue creation, therefore I removed the corresponding code from
ApplicationPlacementContext. In addition to this, some part of the validation
logic is moved to ParentQueue because the mapping rules will need it.
