Uploaded patch 11 containing the said modification, however it causes an issue 
in 
TestAbsoluteResourceConfiguration.testSimpleMinMaxResourceConfigurartionPerQueue.
 I'll look into it, in the meantime patch 11 can be considered obsolete.
