Description: Weight mode conversion was added to fs2cs in YARN-10525 and in
YARN-10600 changes were made to convert the root queue to weight mode. However
root queue doesn't get the auto-create-v2 enabled flag, which again can be
misleading to former FS users. (was: Weight mode conversion was added to

which can be misleading to former FS users, so it should be added to fs2cs.)
