Thank you [~zhuqi] for the patch. Could you elaborate on the necessity of this 
feature please? Refreshing a queue only makes sense when you change them, and 
this is already implemented when mutating queue properties via the mutation 
API. Additionally, I think this is a non-negligible performance hit on the 
scheduler and I think there should be a well founded reason to do it.
