I tested in my local cluster, i confirmed that:
If we set parent queue of auto created queue to stopped , then open it, but
the auto created queue will never be running.
If we set parent queue of auto created queue to running , then set it to
stopped both the auto created queue set stopped, but the auto created queue
will never be stopped state, it will always be running.
