[~pbacsko] [~zhuqi] I have managed to track down the source of Configured
Capacity, and it seems, that this is not the actual capacity we set for queues,
therefore I am not convinced it is even related to weight mode at all. This
property is accessed through
CapacitySchedulerConfiguration#getMinimumResourceRequirement and it is an
absolute minimum resource. I doubt that this should be replaced by weight.
