### Description of PR
JIRA: YARN-11491. [Federation] Use ZookeeperFederationStateStore as the
DefaultStateStore.
We currently use `MemoryFederationStateStore` as the default StateStore, in
the production environment, we should use `ZookeeperFederationStateStore` as
the default StateStore.
