I ran `mvn dependencyTree` in the `branch-3.3` and the new version of
jettison is what appears in the tree even without this change. So I don't think
a backport is needed.
https://issues.apache.org/jira/browse/YARN-11498 provides no evidence of the
problem it is trying to fix. Is this PR even needed?
