Description: Per discussions on YARN-1028, the YARN client connection
configs are complicated. We might be able to simplify them. (was: As per
discussions on HADOOP-10127, it would be nice to YARN specific configs for
{{ipc.client.connect.max.retries}} and {{ipc.client.connect.retry.interval}},
and subsequently revisit the actual retry mechanisms in RMProxy, ClientRMProxy
and ServerRMProxy that works for HA and non-HA configurations.)
