Description: yarn.router.subcluster.cleaner.interval.time is duplicated in
yarn-default.xml (was: So many logs like below in router:
```
2023-09-08 06:21:49,110 INFO
org.apache.hadoop.yarn.server.router.cleaner.SubClusterCleaner:
SubClusterCleaner at Fri Sep 08 06:21:49 CST 2023.
```
The default is 60s, but real value is 1ms.)
