### Description of PR
Add colored policies to enable manual load balancing across sub clusters
### How was this patch tested?
unit test and test in real cluster.
### For code changes:
1. Add tags for selecting subclusters on the client side
2. Add new member variables to WeightedPolicyInfo. This new variable is
based on map and is used to store weights of different tags. This method
maintains backward compatibility.
