Posting an addendum patch that sets the number of failover attempts and not the
basePolicy when client.failover-max-attempts is not specified. Also, undid the
changes to RetryPolicies.
Modified TestRMFailover fails without this change. And, verified this on a
cluster along with the patch for YARN-1029.
