### Description of PR
Adding two new endpoints for running diagnostic_collector script
`ws/v1/cluster/common-issues/list` and
`/ws/v1/cluster/common-issues/collect?issueId={issueId}&args={arg}`.
### How was this patch tested?
Manually tested and will write unit-test with mocking the response and
checking the response structure.
