'ChangeApplicationQueue' seems to mean we are changing the queue, no? You don't
like moveApplicationAcrossQueues? ;)
That or ChangeQueueForApplication?
Regarding APIs, I'd say that it's better to mark them Unstable by default and
change them to be stable before release if they are indeed stable. Avoids us
from supporting APIs that are accidentally marked stable but aren't.
