When we worked on AHS, we've added the report for application attempt
(YARN-978), and client is able to query the info of application attempt,
including the state via RPC interface. However, we only implemented the AHS
part. When AHS is brought to trunk, we can move on to add the implementation in
ClientRMSerivce as well
